Provincial Identity Card Office for Central Province


It has been planned to construct the Central Provincial Office of the Department for Registration of Persons at Lady Maclom drive at Hawaeliya in Nuwaraeliya on the financial provisions of the E-NIC project.

The foundation stone laying ceremony for that purpose was commenced at the auspicious time, 9.05am on 15.07.2019 with the participation of Hon. Minister of Plantation Industries Naveen Dissanayake. Foundation stone was laid and plaque was uncovered by the Hon. Minister of Plantation Industries Naveen Dissanayake amidst the recital of Paritta and after performing the other religious rituals.

Many honourable guests inclusive of Hon.Chairman of the Nuwara Eliya District Coordinating Committee K.K.Piyadasa (M.P.),Hon. Vice Chairman of  Nuwara Eliya District Coordinating Committee, M.Thilakaraja (M.P.), Mayor of the Nuwara Eliya, Mr. Nandanalal Karunaratne, Mayor of Thalawakele, Mr. Asoka Sepala, Commissioner General for Registration of Persons, Mr. P.Viyani Gunatilake, District Secretary, Mr.M.B.R. Pushpakumara, Additional District Secretary, Mr. P.A.Sarathchandra, Divisional  Secretary, Mr.W.M.Ananda, AdditionalDivisional Secretary, Mrs.Pradeepika Weerasooriya were participated in this occasion.

Objective of the Department by decentralizing its services through Divisional and Provincial Offices which hitherto confined since 1972 to the capital city for around half a century now, is to issue national Identity Cards within shortest possible and definite time period to any Sri Lankan citizen applying for a National Identity Card.

As a future step of the E-NIC project, the already established Provincial and Divisional Offices have been connected with the Data Base of the head office via VPN technology. Steps have also been taken to issue new smart Identity Cards by getting the ICAO standard (International Civil Aviation Orgernization) photographs taken at registered studios island wide transferred online to the head office.




Further expanding these services to serve the public more, steps are already underway for the  One Day service, meant for issuing identity Cards for urgent needs and which is now in operation at the head Office, to be established in Provincial offices as well and it is expected to operationalize this scheme before the end of this year.

Under the scheme of expanding services of the Department for Registration of Persons, the North Western Provincial office of the Department has been established in Kurunegala, Eastern Provincial Office has been established in Batticaloa and Northern Provincial office has been established in Vavuniya and these offices are fully functioning now successfully serving the public and the Southern Provincial Office constructed in Galle will soon be vested with the public as well. And also the Central Provincial Office thus constructed is expected to be opened at the end of the year 2020, thereby affording persons living in that Province the opportunity of submitting their applications and making inquiries and sorting out issues aroused with regard to their Identity cards more easily at this office.
